The Stefan Batory Foundation invites you to a two-day conference „Integrity Pact pilot in the European Union. Results and perspectives”, which will be held on 23rd and 24th of November 2021 from 10.00 am to 12.00 pm (CET). The event will be broadcast live on the Batory Foundation’s profiles on Facebook and YouTube. On the second day, the broadcast will be available in Polish and English.
In 2015, the European Commission launched a pilot of the Integrity Pact – a mechanism to prevent fraud in public procurement – in 11 European countries. In open competitions 18 tenders co – financed from EU funds were selected as well as 14 organizations which acted as social observers. In Poland, the investment „Works on the railway line No. 1 on the Częstochowa – Zawiercie section” was monitored by the Batory Foundation.
After six years, the pilot is over. We would like to summarize this unique project and answer the question of what the pilot showed us. Can the Integrity Pact be replicated on a larger scale in the future? Can Pacts be a good mechanism for participation and social supervision over tenders? How should the Pacts look in practice in order to encourage citizens to monitor public procurement? We want to answer these and other questions together with our guests during the two discussion panels summarizing the project.
On the first day of the conference, the discussion will be devoted to the conclusions of the Integrity Pact in Poland. The perspective of the observer, contracting authority, contractor and managing authority will be presented by representatives of all parties involved in the Integrity Pact in Poland.
On the second day, the topic of the conversation will be involving citizens in monitoring activities, which will be discussed by coordinators of the Integrity Pact pilot in Europe, observers from other countries and Polish stakeholders of the project.
